Government, Free Zones & Public Sector Ecosystems

Aligning policy, platforms, and growth

Government and free zone ecosystems are central to economic development across the GCC. They provide the regulatory, commercial, and structural foundations that enable ecosystems to form and scale. ICANEO works with public sector bodies, free zones, and organisations entering these environments to ensure alignment between strategy, operating models, and long-term objectives. This includes navigating free zone selection, ecosystem positioning, and integration with broader innovation and investment agendas. Our experience spans environments such as IFZA, ADGM, and DIFC, while remaining neutral and independent in our advice.

Our Approach

Working with public sector and free zone environments requires understanding both regulatory frameworks and commercial dynamics. We help clients navigate this complexity by:

  • Strategic positioning within free zone ecosystems
  • Alignment with sovereign innovation and investment priorities
  • Operating model design that integrates with regulatory requirements
  • Partnership development with public sector stakeholders
  • Long-term ecosystem positioning and growth strategies

Our independence ensures that our advice is objective and aligned with client objectives, not influenced by relationships with specific free zones or programs.

Case Study

IFZA Business Ecosystem

Designing and launching a complementary services ecosystem around the IFZA licence

Organisation IFZA

Role Ecosystem architect and launch lead (while at IFZA)

Overview

While at IFZA, Julia Timms designed and launched a multi-company business ecosystem to support clients beyond the core company licensing journey. The objective was to improve client experience, increase lifetime value and reduce friction for businesses relocating to or scaling in the UAE, by surrounding the IFZA licence with practical, founder-relevant services.

The challenge

IFZA clients often faced fragmented support after licensing. Housing, legal, technology, branding and launch activity sat outside the core IFZA offering, forcing founders to source solutions independently. The challenge was to:

  • Extend IFZA's value proposition without diluting its core role
  • Introduce complementary services without building everything internally
  • Create an ecosystem that felt cohesive, credible and easy to navigate

The ecosystem approach

Julia designed and launched five complementary businesses, each aligned to a key client need immediately before or after licensing. Together, they formed an integrated ecosystem around the IFZA customer journey.

Ecosystem components

  • Sable & Co — Property advisory supporting clients relocating to the UAE, including residential rental and purchase options aligned to different founder and family profiles.
  • IFZA Consulting — Tax, legal and advisory services supporting company structuring, compliance and early-stage operational decisions.
  • Inara — Training and advisory focused on AI, technology and leadership capability for founders and senior teams navigating digital change.
  • 1Base — Technology enablement services including CRM, business applications and operational systems to support scale from day one.
  • Similar — Creative studio delivering branding, websites and go-to-market campaigns to help new businesses establish presence quickly.
  • Elixuim Events — Experiential events and brand launches designed to support market entry, partnerships and visibility.

Outcomes

  • A structured ecosystem aligned to the IFZA client lifecycle
  • Improved post-licensing support for founders and scale-ups
  • Clear pathways for clients to access trusted, complementary services
  • A repeatable ecosystem model that could expand over time

ICANEO builds on this experience to help organisations design, launch and orchestrate partner-enabled ecosystems that increase relevance, retention and long-term value while remaining client-owned and scalable.
